Gavin Sullivan

Dr. Gavin Sullivan (@g_sullivan) is a Reader in International Human Rights Law at Edinburgh Law School and currently a Visiting Fellow at the University Center for Human Values, Princeton University. His research focuses on the politics of global security law, algorithmic regulation and human rights using socio-legal methods. Dr. Sullivan’s first book, The Law of the List: UN Counterterrorism Sanctions and the Politics of Global Security Law (CUP, 2020), won the 2021 ISA International Law Book Award and 2021 STAIR-ISA Book Award for research bringing Science and Technology Studies into dialogue with global politics.
In 2020 he was awarded a U.K. Research and Innovation (UKRI) Future Leaders Fellowship for his research project, Infra-Legalities: Global Security Infrastructures, Artificial Intelligence and International Law, which examines how AI-security is reshaping global security law and governance. Since 2010 Dr. Sullivan has provided pro bono legal representation to people targeted by security lists worldwide, including before the UN Office of the Ombudsperson. He has worked widely as an expert consultant on counterterrorism issues, including for UN OHCHR, and is a member of the ‘Transparency’ and ‘Technical Approaches’ working groups of the Global Internet Forum to Counter Terrorism (GIFCT).
