Victoria Scott

Victoria Scott (she/her) (LinkedInBluesky) is an independent consultant specializing in gender and democracy, human rights, and governance (DRG). Her previous experience includes work with the National Democratic Institute, the Consortium for Elections and Political Process Strengthening, the International Foundation for Electoral Systems, and the Global Women’s Institute. Scott has led global DRG programs on issues including democratic backsliding, political polarization, and inclusion of women, persons with disabilities, and young people in political and electoral processes. She has conducted research and provided training and technical assistance globally on a variety of topics, spanning gender-based violence (GBV) in elections; information integrity; healthy masculinities; women’s and youth political leadership; electoral integrity; civil society strengthening; and political party strengthening. She has also served as an international election observer in Sierra Leone, North Macedonia, and Azerbaijan. Scott holds a M.A. in International Development Studies from the Elliott School of International Affairs at The George Washington University.
