Michael E. Picard (Bluesky – LinkedIn) is an independent researcher who focuses on arms trafficking, corruption, and conflict. He has worked for several organizations, including the HALO Trust, Transparency International – Defence & Security (TI-DS), the Small Arms Survey, and GunPolicy.org at the University of Sydney’s School of Public Health. He most recently edited a weekly digest of SALW diversion incidents for the US Department of State. He is the lead author of an upcoming TI-DS report on arms diversion and corruption. His past publications focus on private military and security companies and corruption, and arms trafficking in Southeast Asia. Picard is a graduate of the Johns Hopkins SAIS where he concentrated in conflict management and international economics.
