Tamar Luster

Tamar Luster is a Ph.D. candidate at the Zvi Meitar Center for Advanced Legal Studies, Tel Aviv University, under the supervision of Prof. Eliav Lieblich. Her research over the past four years explores the systematic denial of civilians’ basic needs in armed conflicts, a phenomenon she terms ‘Deprivation Atrocities,’ through the lens of International Law. She co-teaches Transitional Justice in the Buchmann Faculty of Law at Tel Aviv University.
Tamar earned her advanced law degree (LL.M.) from Columbia Law School, where she was awarded a Human Rights Fellowship. Prior to her academic studies, Tamar worked extensively on socio-economic rights and humanitarian law as a lawyer, in both governmental and non-governmental organizations. She collaborated with diverse local NGOs, led legal clinics focused on the rights of people living in poverty, and consulted for international organizations. Her book of poetry, Executor, was published in Hebrew in 2017 by the Bialik Institute.
