William Lietzau
William K. Lietzau has served as a Marine, a political appointee, and a corporate executive. As PAE’s Vice President of Governance and Institutional Development, Bill is general manager of a business unit providing counter-terrorism, criminal justice, and rule of law training to U.S. allies. He previously served as PAE’s Deputy General Counsel. As Deputy Assistant Secretary of Defense for Rule of Law and Detainee Policy, Bill had cognizance over IHL matters including negotiation of the International Criminal Court’s aggression offenses. As a Marine, he served in a variety of command and legal capacities including prosecutor, defense counsel, and military judge. He also negotiated several treaties including the Rome Statute, for which he led the ICC elements of crimes negotiation. Bill holds a BS from the U.S. Naval Academy, a JD from Yale Law School, an LLM from the U.S. Army’s Judge Advocate General’s School, and an MS from the National War College.
