Stephen J. Fallon (LinkedIn) is the founder of DBM Consulting and has a background in banking, consulting, risk management, and compliance across Europe and the Middle East. He has years of practical experience in financial crime compliance as a mode of lawfare and now advises on geoeconomic risk, international political economy, sanctions, and economic warfare.

Previously, he was Chief Compliance Officer of INSTEX, the European financial vehicle founded by Britain, France, and Germany to preserve the Joint Comprehensive Plan of Action (JCPoA) following US withdrawal in 2018. He has also held senior roles at Credit Suisse and EY, advising on financial crime and regulatory risks.

His work examines the role of finance in grand strategy, particularly in European strategic autonomy concepts. He is regularly referenced by newspapers in Europe, the Middle East, and North America.
