Amy Edwards Holmes (BlueskyLinkedIn) is a Partner at Holmes Consulting Group, Inc. where she works to build data-fluent workforces that harness data to generate value. Most recently, she was the Executive Director of the Bloomberg Center for Government Excellence at Johns Hopkins University. Previously, she was a Deputy Assistant Secretary at the U.S. Department of the Treasury where she led government-wide data and modernization reforms to make the federal government more transparent and effective. Most notably, she led the policy development and implementation of the first open data law in the U.S.– the Digital Accountability and Transparency Act of 2014 (DATA Act) – which standardized data for more than $6 trillion in annual spend and enabled taxpayers to monitor how federal funds are allocated and trace those funds to direct investments in their community. Holmes was also the Director of the Task Force on Government Performance for the U.S. Senate Budget Committee where she led numerous reforms to increase the use of data for Congressional decision-making. Holmes is a Fellow of the National Academy of Public Administration.
