Michael Crowley

Dr. Michael Crowley is Research Associate with the Omega Research Foundation, and Honorary Visiting Senior Research Fellow at Bradford University, both in the U.K. He has worked for 30 years on arms control, disarmament, security and human rights issues in academia and with organizations such as Amnesty International, Arias Foundation, BASIC, and as Executive Director of VERTIC. Since the 2000s he has focused on national, regional and international regulation of law enforcement equipment (including ‘less lethal’ weapons), conventional weapons, and related emerging technologies. From 2019 he acted as the independent expert consultant to the Council of Europe Human Rights Committee facilitating development of a CoE instrument regulating trade in goods used for torture, other ill-treatment and the death penalty, which was adopted in March 2021. He is currently a member of the European Commission Informal Expert Group for the Implementation of the EU Ant-Torture Regulation.
