Ian Allen

Ian Allen is a JD candidate and an Institute for International Law and Justice Joyce Lowinson Scholar at NYU Law. He is a published digital journalist and has served as a research assistant for a trade controls advisory firm. During the 73rd session of the UN International Law Commission in Geneva, Switzerland, he acted as an assistant to Dr. Nilüfer Oral, co-chair of the Study Group on sea-level rise in relation to international law.
Allen graduated summa cum laude from the University of Georgia with degrees in International Affairs and Journalism. He received Highest Honors from the Morehead Honors College for his academic excellence and his honors thesis on the Export Administration Regulations. Additionally, he is an alumnus of the Richard B. Russell Security Leadership Program.
Allen’s legal interests include public international law, sanctions, trade controls, national security, and the WTO. He is currently conducting research on limitations on Member discretion regarding WTO security exceptions, Due Process, and APA challenges to OFAC sanctions, and the impact of U.S. secondary sanctions on investment arbitration decisions and awards.
