Starting now, President Obama is delivering his highly anticipated speech addressing the proposed reforms to the U.S. intelligence programs recommended in the Report of the President’s Review Group on Intelligence and Communications Technologies.  Reports this morning indicated that speech would include unveiling plans to transfer storage of the metadata obtained under Section 215 orders to the private telephone service providers and eliminate government storage of such data.
