Prof. Knuckey makes some good points about casualty estimates. Knuckey and I would agree that data is hard to come by in the middle of a war and often even after it is over. For an important UN agency to claim now that it knows with precision what percentage of casualties are civilian is outrageous. Such a statement reflects the continuing bias against Israel within the UN system.
